TELL US HOW THE RESIDENTS PARKING SCHEME SHOULD WORK
First of all, thank you to everyone who supported us in our campaign to get the council to approve the pilot Resident Parking Zones. Without your help the proposal would still be up in the air – as it has been for years.
The general outline of the scheme has already been spelt out – e.g. £30 for the first car, hours of operation 8.00 am to 9:00 pm Mondays to Saturday – but there are several matters that the council will need to consult us on. (Full details of the current proposal)
Some of these matters are:
Pay and Display (which the council will introduce) – how many of these bays do we need? Where should they be located? We think it would make sense to have some near The Lion Pub, some in Church Lane, (where there is currently a single yellow line which will be no longer needed once the flats are finished at the bottom of Church Lane), and some on York Place. But we will need more than these. Where do you suggest they are put? How many?
Days of operation – the proposed scheme will be suspended on Sundays. We suggest that in addition there should be other “suspended” days of the year such as Christmas, Boxing Day, New Year’s Eve and New Year’s Day, Good Friday and Easter Monday.
Tradesmen passes – workmen who come to our homes have to park. We suggest that, if they are working on a job, traders should be able to apply for a number of “van” days from the council (as is done in Reading). If so, they should be based on an “estimate” of how many days they would need.. Applications would be validated by the resident client and could perhaps be extended or renewed. The pass would need to state the address to which it relates and show the valid dates.
Motor Bikes – should they need passes or be able to park free? Should special bays be created?
Obsolete yellow lines and disabled bays – help us identify those yellow lines and disabled bays that are no longer needed – such as the single yellow line on one side of Church Lane.
New double yellow lines – on which bends are these needed? (We will tell the Council that it would be completely unrealistic to prohibit parking on the whole of one side of certain roads.)
Control of free passes – the Council should penalise anyone it learns has publicly advertised passes for sale, say, on eBay or in the Evening Post. In such cases all passes should be withdrawn.
Car Club bays – should we have extra bays for car club cars?
Boundaries – should the “Ambras” and Ambrose Road be included? Are there any other streets outside the zone you think should be consulted on whether they should be brought in?
Who should be eligible to take part in the scheme? We suggest it should be a maximum of two cars for each dwelling that pays Council Tax, given the limited number of available spaces.
